St. Tammany SealFrom the St. Tammany Permits Department: Starting March 1st inspection request for next day inspections can be requested as late as 4:30pm the day before. Inspection request using the MyPermitNow customer portal will be accepted up until 7:30am the day of the request. St. Tammany Parish inspectors will now be in the field performing inspections between the hours of 8:30am – 4:30pm. Inspectors will be available for contact between the hours of 7:30am – 8:30am or by email throughout the work day. Please refer to stpgov.org for direct lines and email addresses for the inspectors. The main office lines are not answered until 8:00am. The Mandeville office can be reached at (985) 898-2574 and the Slidell office can be reached at  (985) 646-4166.

Special inspections must be called in before 2:00pm. Special inspections must be called in to a permit tech.

Input Needed for City of Slidell Unified Development Code

The City of Slidell  has entered a contract to re-write the City of Slidell Unified Development Code with Kendig Keast Collaborative (KKC).   Representatives from KKC will be in town on August 30 and 31 to familiarize themselves with the City and its existing code.  KKC is meeting with members of the City, as well as general public, to assist them in creating a complete and precise Code to help move Slidell into a future with a higher quality of life.  They would very much like to meet with stakeholders in the community to discuss ideas and answer any questions regarding our current Code.   The following time slots available:

LHBA & Phoinix Accepting Grant Applications

LHBA LogoLast month, LHBA and Phoinix Development consummated a joint marketing agreement, which allows LHBA and Phoinix to work together for the benefit of the citizens of Louisiana. Over the summer the team has been working diligently in identifying several upcoming grant opportunities in excess of $150 million dollars that we can work on together.

Phoinix is now in need of help from local contractors and associates to put together a team that is ready to execute on these upcoming construction projects.

Phoinix Development Foundation, Inc. is a Baton Rouge based nonprofit construction management organization, which was founded after the destruction left behind by hurricanes Katrina and Rita. With the assistance of the members of LHBA, the organization now has the capacity to construct commercial infrastructure within communities and provide home ownership opportunities to low and moderate income families throughout the state of Louisiana while ensuring permanent housing affordability.

Phoinix’s mission is based upon the belief that (1) all working families deserve a home or apartment of their own, and (2) communities with homeowners from a broad socio-economic range are the strongest and most vibrant and (3) education can rebuild a community.

NAHB Applauds EPA Decision on ELGs

The Environmental Protection Agency’s decision on August 17 to reconsider the imposition of a nationwide cap on how much sediment can be part of the stormwater draining from a construction site is a nod to the importance of sound science – and a big victory for home buyers, according to the National Association of Home Builders (NAHB).

The agency’s announcement comes more than 18 months after NAHB sued EPA over its first proposal to develop a numeric limit for the turbidity, or cloudiness, of stormwater discharges, which the EPA voluntarily withdrew recognizing that it was not legally defensible.

In addition, NAHB estimated that attempting to comply with the regulations would carry a $10 billion annual price tag – stunting new home production and forcing costs up for home buyers.

Today, the agency announced that it still couldn’t justify any specific limit and will start over again. EPA will talk to home builders, environmental scientists and other members of the public to gather better data – a solution that NAHB has advocated for more than three years.

“EPA set a numeric limit for water cloudiness that was based on flawed analyses,” said NAHB Chairman Bob Nielsen, a builder in Reno, Nev.

Both the Small Business Administration and the federal Office of Management and Budget had warned EPA that the regulation would not hold up, joining NAHB in voicing concerns about the monitoring and sampling requirements.

“In its calculations, EPA relied on questionable data, including figures obtained from the vendors that would have supplied the expensive systems home builders would have been required to use. That’s no way to come up with national policy,” he said.

Because terrain, geography and rainfall vary significantly in most regions of the country, NAHB has long held that a nationally applicable numeric limit is neither defensible nor practicable. “It’s our hope that EPA’s research will take that fact into account,” Nielsen said.

In the meantime, NAHB is redoubling its efforts to collect turbidity data from its members’ construction sites to help ensure that the eventual ruling makes good scientific sense.

“Stormwater management must be straightforward, affordable and workable,” Nielsen said. “That’s the only way we can continue to make progress. NAHB supports responsible development and the goals of the Clean Water Act. The association will continue to work with state and federal regulators to keep our waterways clean,” Nielsen said.

Keep the Renovation Rule Moving Forward

The time is now for NAHB Members: Let’s restore sanity to the Lead Paint Rule by making sure that the Environmental Protection Agency approves a reliable test kit before it moves forward with more bungled implementation efforts or aggressive enforcement actions!

 NAHB strongly supported an appropriations rider offered by Rep. Denny Rehberg, R-Mont., that would prevent the EPA from implementing or enforcing the Lead; Renovation, Repair and Painting rule until the agency recognizes a lead testing kit that meets the false positive and false negative criteria that its own regulation demands. With your help, the amendment was successfully passed by the committee. Now it’s up for a vote by the full House of Representatives and efforts are underway to try to remove it.  Don’t let EPA skirt its own rules!

We want to keep children safe from the harmful effects of lead paint dust – and NAHB strongly supports the safe work practices that EPA already concedes are enough to protect children and pregnant women from potential exposure. Unfortunately, other consumers are paying the price because there’s no inexpensive way for them to test their way out of these requirements.

Tell your Representative to oppose any efforts to remove Mr. Rehberg’s amendment from the bill – H.R. 2584.  Let’s hold EPA accountable to the same regulation it seeks to impose on remodelers who are doing the right thing and losing jobs to uncertified contractors – or to consumers doing the work themselves – because of unwarranted compliance costs as a result of EPA’s inaction.
